Valery V. Starovoitov (September 6, 1955). e-mail: valerys@newman.bas-net.by

Graduated from the Faculty of Mechanics and Mathematics (1977, speciality "Mathematics"); postgraduate studies (1989) and doctoral studies (1995) at the Institute of Technical Cybernetics of the Academy of Sciences of Belarus (since 08.2002 – United Institute of Informatics Problems of the National Academy of Sciences of Belarus). Since 1977 to the present time V. Starovoitov works at the UIIP, currently he is the chief researcher.

Candidate of technical sciences since 1990, doctor of technical sciences since 2000 (theme – "Local and geometric methods of video data digital processing", speciality 05.13.16 – "Application of computer technology, mathematical modeling and mathematical methods in scientific research", 05.13.17 – "Theoretical foundations of computer science"). V. Starovoitov works as professor since 2003 (speciality – "Informatics, management and computer technology"). Prepared 5 candidates of sciences.

V. Starovoitov worked part-time as a professor at BSUIR, currently he is a professor at the Ministry of Foreign Affairs of the Belarusian National Technical University.

Laureate of the State Prize of the Republic of Belarus (2002) in the field of science and technology for the cycle of works "Recognition and analysis of stochastic data and digital images", laureate of the Lenin Komsomol Prize of Belarus (1990).

V. Starovoitov is a specialist in the field of digital images processing, analysis and recognition. He has experience in developing biometric systems for human recognition, processing aerospace and medical images. Member of the IAPR Society. Published more than 150 papers in scientific journals and conference proceedings, 4 monographs and a textbook. The Hirsch index of V. Starovoitov in the Scopus database is 7, on elibrary.ru it is 7, in the scholar.google.com database it is 19. V. Starovoitov is one of the ten most read authors from the National Academy of Sciences of Belarus according to www.researchgate.net, his publications have been downloaded more than 108,000 times. His most widely read book is "Digital Images: From Receiving to Processing" published in 2014 (co-authored with Ju. Holub), which has been downloaded more than 22,000 times from www.researchgate.net.

Prepared 6 candidates of sciences. Currently supervises one postgraduate and two doctoral students.
