Rauf Ch. Sadychaŭ

(21.10.1944 – 15.03.2015)

Position: Head of the laboratory, from 1994 to 2015.

Academic degree: doctor of technical sciences, professor.

Membership in scientific societies: Vice-chairman of the Belarusian branch of the International Society of Neural Networks, member of the IEE and the Belarusian Association for Image Recognition (BAIR), doctoral councils for the defense of dissertations (UIIP NASB, BSUIR), the expert council of the Belarusian Republican Foundation for Fundamental Research, deputy chairman of the Expert Council of the Higher Attestation Commission of Belarus.

Doctor of technical sciences (1991, the topic of dissertation: "Development of methods and computational structures for digital signal processing in automation systems for experimental research"; candidate of technical sciences since 1975). Professor (1992, speciality "Application of computer technology, mathematical modeling and mathematical methods in scientific research"; senior researcher – 1982), prepared 13 candidates of technical sciences, 3 of defended doctoral dissertations. Laureate of the State Prize of Belarus (2002, for the work "Recognition and Analysis of Stochastic Data and Digital Images").

Graduated from school No. 3 of Baku with a silver medal; Azerbaijan Polytechnic Institute in the speciality "Mathematical and calculating devices" (1967), postgraduate studies at the ITC of the National Academy of Sciences (1974). Since 1971 in the ITС of the National Security Bureau, since 1972 – junior researcher, since 1976 – senior researcher, since 1986 – leading researcher, since 1992 – head researcher. Since 1994 Rauf Ch. Sadychaŭ was the head of the Laboratory of  systems identification. Simultaneously, since 1995 – the head of the Computer Department of BSUIR.

Scientific works are done in the field of the theory of digital processing of signals and images, identification and recognition of objects, information security, modeling of parallel architectures of computing systems. Rauf Ch. Sadychaŭ developed a number of hardware and software systems for bench tests of complex technical objects (such as cars, tractors, missiles and their units) for spatial vibration, which are introduced at enterprises in Belarus, Russia, Moldova; methods of image preprocessing, including segmentation, skeletonization, filtering based on the technology of fast transformations in various orthogonal bases used in RPA "Integral"; digital recognition system for handwritten characters and signatures, which implements methods for informative features identifying based on moment functions, Hough transformation and truncated Walsh-Hadamard transformation. The Research Institute of Digital Television uses the digital system for automatic tuning of the raster of television receivers built on the basis of the original model and teaching methods based on neural networks using nonlinear activation functions.

Since 2001 – deputy chairman of the Program Committee of the International Conferences "Neural Networks and Artificial Intelligence". Chairman of the Programming Committee of the 5th International Conference "Pattern Recognition and Information Processing" (1999).

Member of doctoral councils for the defense of dissertations (UIIP NASB, BSUIR), Expert Council of Belarusian Republican Foundation for Fundamental Research, deputy chairman of the Expert Council of the Higher Attestation Commission of Belarus, member of the Editorial Council of the journal "Reports of BSUIR". Awarded with certificates of honor of the NAS of Belarus (2004), the Higher Attestation Commission of Belarus (2004), the Ministry of Education of the Republic of Belarus (2004).

In 2000 Rauf Ch. Sadychaŭ was awarded with the scholarship of President of the Republic of Belarus. Author of about 500 scientific papers, incl. 4 monographs and 80 copyright certificates. Rauf Ch. Sadychaŭ was one of the leaders of the ITC NSA scientific schools: school of scientific research automation (head of the school – P. Čaholin) and image processing (head of the school – S. Ablamejka). These schools had a significant impact on the development of science and technology in the USSR, Belarus and abroad.

In 2002 Rauf Ch. Sadychaŭ created his own scientific school for digital signal processing and system identification. It brought together 45 scientists, including 6 doctors and 20 candidates of sciences.

The research laboratory "Computer Systems for Image Identification" was created on the basis of the computer department of BSUIR by the initiative of professor R. Sadychaŭ. The laboratory operates successfully. The following projects for the most important republican and union scientific and technical programs were implemented under his leadership of R. Sadychaŭ: "Informatics", "Scientific Foundations of Information Technologies", "Supercomputer", "Belkosmos", "Triada", "Grid Computing", etc.

We also must note R. Sadychaŭ’s participation in the implementation of innovative projects of the Scientific and Technological Park of BNTU "Polytechnic" and LLC "Intellectual Processors" for the development of domestic neural-like computers with massive parallelism for solving identification problems in medicine, forensic science, radiolocating, mechanical engineering, for scientific research and education. In particular, the results of research on the processing of spatial three-dimensional vibrations were introduced at the Minsk Automobile Plant, the results of research on digital processing of signals and images were introduced at the Minsk Tractor Works, JSC "INTEGRAL" and the concern "Planar".

The researches within the framework of the laboratory were carried out featuring the following institutions: Bialystok Institute of Informatics (Poland), the University of Calgary (Canada), the Milan Technical University (Italy), the Neurocomputer Scientific Center (Moscow, Russia), the Ternopil Academy of Management (Ukraine), the Paris University (University Paris Est Creteil) (France), Technical Institute of Ravensburg-Weingarten (Germany), etc.

R. Sadychaŭ successfully combined his scientific work with teaching activities. More than two thousand engineers graduated from the computer department headed by him.

R. Sadychaŭ has repeatedly received various awards and honorary titles for his successful work. He is the laureate of the State Prize of Belarus for his scientific work "Recognition and Analysis of Stochastic Data and Digital Images". As a talented teacher, he was twice encouraged by the scholarship of the President of the Republic of Belarus. R. Sadychaŭ was awarded also with certificates of honor of the National Assembly, NAS, Higher Attestation Commission and the Ministry of Education of the Republic of Belarus, many times – with certificates of honor of the Belarusian State University of Informatics and Radioelectronics, diploma of the Russian Federation of Cosmonautics. In 2009 the scientist was awarded with the badge "Excellence Worker of Education of the Republic of Belarus".

Memory of R.
