Vladzimir A. Lapitski, PhD

Lapitski Vladimir Anatol’evich (rus. Лапицкий Владимир Анатольевич) was born on March 10, 1963, in the city of Gomel, Belarus. He has graduated from Minsk Higher Engineering School of Defense as military radio engineer.

Vladimir Lapitski is being engaged in scientific research from 1989. From 1989 to 1992 he was full-time PhD student in  Minsk Higher Engineering School of Defense and got a PhD degree as “military engineer-researcher”.

From September 1992 till November 2001 he worked in Military Academy of Republic of Belarus at different positions: research assistant, senior scientist, leading researcher. From December 2001 to February 2006 he worked at United Institute of Informatics Problems of Belarusian Academy of Sciences as senior scientist, leading researcher and Acting head of the laboratory. From March 2006 till February 2012 he worked as the Head of Information-analytical Systems laboratory of UIIP of Belarusian Academy of Sciences (UIIP NASB). From March 2012 he is  a Deputy General Director of NASB responsible for research  activity.

Vladimir Lapitski is a well known specialist in the field of concepts and information models development, as well as development of scientific and methodical basis of designing and operating of distributed problem-oriented information-analytical systems for medical application.

He has published more than 90 papers, including 4 monographs, has got 2 inventors certificates in co- authorship, 3 Russian patents for invention, 6 Republic of Belarusian utility patents as well as 2 Russian utility patents.

In 2007 Vladimir Lapitski got the Belarusian Academy of Sciences award for the cycle of  research “Information technologies and systems for medical application” (in co- authorship with S. Ablameyko and V. Anischenko).

In 2009 Vladimir Lapitski got personal allowance of President of the Republic of Belarus for outstanding contribution to socio-economic development of the country. 

From 2006 till 2011 the laboratory team under the leadership of Vladimir Lapitski succeed in completing 16 projects within a framework of government scientific and scientific-engineering programs (“Triada” “Electronic Belarus”, “Information Technologies”, “Infotech”, “SKIF-GRID”, “COSMOS-NT”, Government Armament Program, Belarusian-Russian Union State program on overcoming the consequences of Chernobyl disaster), as well as 110 commercial contracts.

Today the products created by Information and Analytical Systems laboratory are implemented into over 190 institutions and organizations of Ministry of Healthcare and Ministry of Internal Affairs of the Republic of Belarus, located in 36 cities of the country. In 2009 Vladimir Lapitski was awarded the Certificate of Honors of Ministry of Healthcare of the Republic of Belarus for the introduction of high-efficient information technologies into medical practice.

Vladimir Lapitski is the member of Academic Council and the Deputy Chairman of the “Information Technologies and Systems” Scientific Council of the UIIP NASB, the member of task group of Ministry of Healthcare of the Republic of Belarus on the problems of informatization of the public healthcare sector of the Republic of Belarus. Vladimir Lapitski is also the member of Coordinating Council of Ministry of Health of the Republic of Belarus on the “Electronic Public Healthcare” subprogram of the National program of advanced development of the service in information and communication technologies for 2011-2015.
